Support VS-CODE for editing native (Rexx, HLASM, etc.) CMS files

Currently VS CODE supports editing z/OS datasets on a workstation via the z/OSMF facility. CMS developers would benefit from having the same capabilities for editing CMS files using VS-CODE and its toolsets.
