ESAIO Tool Improvements

Wells Fargo relies on the ESAIO tool to validate I/O configurations, cabling changes, and path problems outside of our production arena.

A few changes are needed to enhance the product and facilitate better safeguarding of production assets:

1) ESAIO must support offline devices
2) Allow multiple inclusion parms in a job (so customer can use 1 or 2 devices for many different LCUs at once)
3) Allow user to set a time before completing (vs forcing to cancel when done)
4) Allow user to alter I/O rate in order to avoid causing performance problems (limiting to fewer devices appears to help but additional safety net needed)
