Virtual IDAA on Z SSC LPAR bringing online reserved IFLs

We are participating in a proof-of-concept for IBM DB2 Analytics Accelerator. Our virtual IDAA SSC image profile has seven shared IFLs initial and 16 reserved (there are 13 physically installed on our z15 - we generally overdefine for future growth). With SMT-2 enabled we expected to see 14 IFLs but we see 26 online operating exceeding the number of IFLs loaned to us for this PoC. We have since enabled initial capping to limit it to seven IFLs.
We would like to see the vIDAA behave more like a z/OS LPAR with the ability to bring IFLs (initial and reserved) online or offline at will.
