Expose IBM Z IFL Resource Assignment metrics

PR/SM can assign IFLs across CPC Drawers which has a reported 10 to 20% performance impact. This is dynamic and may occur when PR/SM Global Optimisation executes. In order to be able to identify such an unbalanced configuration for our Production workload we need the metrics which are stored on the Support Element to be exposed. The requirement is for a Pull mechanism, such as the SMF 113 z/OS Pull records (or SMF 99 Subtype 14), or via a mechanism such as BCPii (less desirable). It is key that we can pull the records on a cycle to build this data into our Performance Database, it is also key that the records for all LPARs per CEC can be pulled on the same timeline in one pull. A temporary tactical solution has been provided through the use of the Linux lscpu command, however this must be executed on each Linux on Z Server, we require this as a single pull from one server to ensure we have the complete picture of Processor assignment. We are aware that the HMC provides a static snapshot of this data so it is clearly present on the SE, but clearly we require a mechanism we can automate without human interaction. Additionally, the L1 to 4 Cache level data for cores would also be invaluable in an unbalanced setup such as this.

    IBM recognizes the Nationwide submitted RFE 148229 in request of automation support for the IBM Z View Partition Resource Assignments data. As part of our investigation, we have a proposal for a design that provides a WebServices API interface to the IBM Z HMC to gather that data. We also have a design that would allow that request to be sent across the z/OS BCPii interface. We will be working with Ian Robotham (IBM account rep) to set up another meeting to discuss more details for sometime in March.
