As shown in web site (WLM FAQ) and technical documents about z/OS, we understand that the interval of resource adjust in WLM policy is solid in each 10 seconds. This cycle is seems to be so long for the modernization of online transactions under CPU high usage.

At each 10 second policy interval, WLM selects the service class period in the most need of help and takes one policy action on its behalf.
Compare with lower importance batch application in WLM policy, it's natural for our customer to define online applications higher importance with CPU CRITICAL=YES options. However their mission-critical online applications are very difficult and suffer for their m to meet SLA by severe timeout interval.
