z/OSMF: http_access.log file should keep access control list when rolled over

We currently have an additional ACL (Access Control List) on the
http_access.log file in the /zosmf/data/logs/zosmfServer/logs directoy.
Since we are not allowed to change the owner/group of this file (As
z/OSMF will then automatically change it back to IZUSVRU/IZUADMIN) we
setup an additional user on this file.

We do this because we need to audit z/OSMF.

When the http_access.log gets rolled over and is archived, the original
file (http_access.log) losses this ACL. The archived version
(http_access_18.01.19_12.11.39.log) still has the ACL. In our opinion,
the http_access.log should KEEP its ACL when rolled over.

    This will require a change in WAS liberty... we will accept it on their behalf.
