Support for SECINT HOLDDATA in SMP/E RECEIVE Merged

The provided solution need manual intervention to install and verify HOLDATA for FMIDs against the latest produced SECINT.HOLDDATA file.
The user downloading the SECINT data also need to be granted access to the Security Portal Site were the HOLDDATA is to be downloaded from.

The z/OS SMP/E product already provide a service to run a RECEIVE HOLDDATA command to update status for a resource in the GLOBAL zone with actual status. Eg. if an error has occured for a PTF that has been RECEIVED but not yet APPLIED or APPLIED but not yet ACCEPTED, the user will get notified of the situation.
