Capacity Provisioning Manager use of RMFIII Delay Data and Performance Index

Current Problem:
CPM provisioned numerous times due to SRVCLASSes breeching their monitored performance index thresholds while using very low CPU, during high CEC/LPAR processing.

Suggested enhancements:
1) WLM produces a notated performance index which alerts CPM that the performance index should not be used for provisioning.
2) CPM should keep history of delay values for the SRVCLASSES it monitors and use that data as part of it's provisioning decision.

Reasoning: Current IBM recommendation requires researching post provisioning delay values to set new delay threshold within CPM. The problem is the delay value governs the CPM plex for all SRVCLASSES and may not be the right value for them all. Needed provisions may not occur causing client impact.
