SRB enhancement to support CBU operations

Our customer activates CBU during IPL at DR site and they issue CONFIG CP ONLINE command to add reserved zIIP.

They decided to exploit SRB functionality on new system to expect accelerated IPL on new system.

When they tested CBU procedure on new system with BOOST=SYSTEM, they encountered inconvenience.

Reserved zIIP was made offline when the boost ended (IWM064I) even though CONFIG CP ONLINE command was issued before.

This is because CONFIG CP command for transient zIIP is not tracked during boost time.

So to bring zIIP online again, CONFIG CP ONLINE command needs to be issued after boost time.

However, it is difficult for them to do such operations when disaster actually happens because time is limited to recover.

Finally, they gave up zIIP boost and decided to set BOOST=SPEED on new system.

Their request for enhancement is CONFIG CP command for transient zIIP can be tracked during boost time and keep ONLINE automatically when boost is ended.
