Cleint Certificates should not be required when specifying SECURE LOGIN as REQUIRED and SECURE PASSWORD as OPTIONAL.

Many FTP clients from various government and non government organizations connect to us. Some use Z: OS clients and some use non Z:OS clients. The administrators of these clients have various expertise. We wish to migrate as many of the clients to use client certificates for authentication from password authentication. We wish to only run one FTP server. The requirement: "client didn't provide a client certificate or the client's certificate is not valid. Therefore, session fails without prompting the password. " is too restrictive in our environment.
We are you are looking for the capability for the client to login into the FTP server with a password but without providing a certificate.
