Make it easier to enabe FTP clients for AT-TLS, in environments that have a variety of FTP servers

For environments where z/OS FTP client users have to connect to a variety of different FTP servers - especially those that are managed by organizations outside of my enterprise - the need to change AT-TLS policy in order to protect the FTP connections is rather burdensome. Every time a user wants to connect to a new server, they have to work through the z/OS network security administrator to schedule the necessary policy changes, which may take days to get in place. Instead, it would be preferable to be able to configure key elements of the FTP client's AT-TLS protection through the FTP.DATA statements and have that configuration "pushed down" to AT-TLS.

Note that this concept could be useful to other z/OS-based clients beyond just FTP.

    I definitely want this for FTP Client but should be available for use for any ATTLS Controlling client to be able to exercise.

Enhancement for AT-TLS filtering capability for use with FTP Clients

With a shop our size creating filter lists just based on the current set of filtering capability is daunting when it comes to clients (ftp in particular in this case). IP address, ports, etc are too numerous to filter with and if we had to do one ...
