RACF: Avoid RACF Abend for a RACF TSO Comand due a missing Dynamic Parse Table

Currently RACF TSO commands (like LD, short for LISTDSD) can fail with a RACF abend if RACF "Dynamic Parse Table Initialization" either did not yet run or failed to run.
RACF should be changed to return a meaningful return code (instead of abending) to the TSO command issuer to avoid the debugging effort of such situations.

The RCVT could e.g. have a flag that the RACF code could check in command processing of commands that depend on the successful run of "Dynamic Parse Table" creation, i.e. the successful completion of command "IRRDPI00 UPDATE" after IPL.
