Enable updates to RACF data set name table without sysplex IPL

Request to provide capability to update RACF data set name table without requiring a sysplex-scope IPL.


If RACF data set name table has sysplex communications enabled, it installs XCF group IRRXCF00 and I must perform a full sysplex IPL to make updates to IRRPRMxx else I get ICH555A at IPL time. This is increasingly less convenient with modern availability requirements.


The commands could be additions to the current RVARY suite of commands, but include any of the options such as UPDATEBACKUP and BUFFERS, etc. such as one specifies in the IRRPRMxx parmlib member.
