Allow changing a internal MIH value set by MODULE IOSVDPDR and IOSRRRSV

There are some Japanese banking customers who issue VARY dddd,OFFLINE,FORCE command when an I/O timeout occurs on a device which have a redundancy by software (ie. IMS OLDS). As a result, these devices for being no-response are separated out and an application process will be continuing rather than causing application timeout.

Previously, we encountered that DISK subsystem was not responding, then issued VARY dddd,OFFLINE,FORCE command by NetView's automation facility. But that's command took a long time to box the device, because box process got IOS071I message per paths.

We know that IOSVDPDR set the timeout value for BOX process is 5 seconds (in IOSXTIME) and IOSRRRSV is almost the same. Therefore, we zap the this constant value from 5 seconds to 1 second by USERMOD.

This function to change the I/O timeout default value set for BOX process by IOSVDPDR and IOSRRRSV. Our request is to change the default value from 5 seconds to 1 second or to have a formal way of changing this timeout value other than applying USERMOD (for example setting by parameter).
