Some RACF commands issue misleading error messages

When issuing a RACF command such as ADDUSER or ADDGROUP RACF issues misleading messages when the user or group exists. Additional misleading messages can also be issued about OMVS.
For instance, when DFSGRP exists:
ADDGROUP DFSGRP SUPGROUP(SYS1) OMVS(GID(3))
IKJ56702I INVALID GROUP, DFSGRP
IKJ56701I MISSING OMVS GID+
IKJ56701I MISSING OMVS GROUP ID (GID), 1-10 NUMERIC DIGITS

Or in this case, when user ZFS exists:
ADDUSER ZFS DFLTGRP(ZFSGRP) AUTHORITY(CREATE) OMVS(UID(0)
IKJ56702I INVALID USERID, ZFS
IKJ56701I MISSING OMVS UID+
IKJ56701I MISSING OMVS USER ID (UID), 1-10 NUMERIC DIGITS

These messages are very troublesome when running jobs such as the ServerPac RACFDRV job since every instance (and there can be many) of these messages due to existing definitions needs to be checked.
This was initially raised as an APARable defect but apparently is WAD, so hence the RFE.

    This item is a valid requirement but unlikely to be given high enough priority to be placed into the product plan. If this requirement is high value, please re-open it, or open a new requirement.

    You would expect to see 'duplicate user' or 'user already defined' as with every other operating system.

    Thank you for submitting this requirement. We certainly agree that misleading messages should be avoided.
    Just to better understand your situation -- Your policy is to investigate all RACF IKJ56702I messages? Would it be acceptable if RACF issue a subsequent IRR message to indicate 'duplicate user' or 'user already defined'? It is difficult for us to remove messages as some customers have processes or automation that rely on them.
