Make automated/manual behavior consistent when submitting/saving JCL for workflow steps

If a workflow step is marked for automation and has <submitAs> set to JCL and a name in the <saveAsDataset> element then there is different behavior depending upon whether the customer is running the step manually or automated. When executing manually, the workflow step pre-selects the Submit button but leaves Save As unchecked after reviewing the JCL. When automated, the workflow step submits AND saves automatically.
One would expect that automation would do the same thing as going through a step manually taking all default actions. In this case, the default actions differ as one submits and one submits/saves.
Another option would be to have an attribute available to indicate if the Save should be pre-selected or not to remove ambiguity.
Another possibility is to allow the customer to select if they wish to submit, save, or submit/save JCL when they select to automate a series of steps.
