In z/OSMF Workflow, Allow "Create Workflow" process to set "Users can take ownership of steps automatically" rather than requiring setting only in WF Editor. For same reasons as "set Owner on all steps to User" in Create Workflow.
Particularly for vendor-supplied Workflows, such as the z/OS 2.3 Migration Workflow, we need to allow anyone in our small group to take ownership of one or more Workflow steps in order to keep projects moving forward as a current owner's availability changes (vacations, illness, and such).
However, today the take ownership function can only be set by the Workflow Editor before the Workflow is created. We need to enable this capability at Create Workspace time.
