Implement an autostart feature for workflows so that instantiating a workflow with an auto-enabled step automatically starts the workflow too

Currently,

The POST /zosmf/workflow/rest/{version}/workflows endpoint will only create a workflow instance.

A separate call to the PUT /zosmf/workflow/rest/{version}/workflows/{workflowKey}/operations/start endpoint needs to be made in order to start a workflow.

Some users may wish to automatically start a workflow that includes auto-enabled step(s). 

One possible approach: the workflow can start automation and continue the automation process until the first non-automated step in the workflow is reached.
