Provide a less FORCEful command to deallocate PFIDs.

We recently had an issue with zEDC, see TS004212422, where we needed to deallocate and allocate a PFID from use. As documented in sg24-8259, we had to use CF PFID(xxxx),OFFLINE,FORCE to deallocate the PFID. In my 40 year career, commands with FORCE have always been considered somewhat risky due to unpredictable results. I would like to see a VARY PFID(xxxx),OFFLINE or VARY PFID(xxxx),DEALLOC command that would drive FPGHWAM to gracefully deallocate the PFID. The VARY could then be followed by a CF PFID(xxxx),OFFLINE (without FORCE) that would complete the process.
