Override CFRM preference list on the SETXCF START command

Whenever there is the need of reallocating structures over the CFs available on a Sysplex the command SETXCF START,REBUILD,STRNAME is used. This command if used with the option LOC=OTHER will honor the CFRM preference list on the active policy. This is not always practical when you have a failure scenario that makes a CF unavailable and you have the need of spreading certain structures differently from the order coded in CFRM preference lists. It would be nice to have a keyword that would direct a certain rebuild operation on a structure to a target CF, this would make is possible to override the CFRM order for that specific structure making it happen faster than updating and activating a new CFRM policy.
