IEBCOPY Member Generations - Add/Merge option

With the new IEBCOPY CPYGRP GENS=ALL the REPLACE option will first delete the copy member and generations from the target and then perform the copy. That eliminates the member and generations in the target which is counter intuitive considering that with member generations the newer members push the existing generations 'down' the stack.

Today if I use ISPF services to copy a member from one PDS to another, the target member becomes generation relative -1 and the copied member becomes the new generation 0 (base member). That is the current model, which leaves the original member available as a generation that can be reviewed.

With the new GENS=ALL REPLACE process the existing member and generations are LOST and that violates the principle of least astonishment.
