Provide support function for coordinating out-of-band access to data sets

IBM provides a function called "zdsfs" for Linux on z Systems that can be used to directly read certain types of z/OS data sets located on dedicated DASDs shared between z/OS and Linux LPARs. As this access currently occurs without explicit coordination between the operating systems, users must manually ensure that the DASD volumes are offline in z/OS before starting access from Linux to prevent potential data corruption due to unexpected concurrent access. This kind of workflow is both complex to implement and error-prone.

This request is about adding new Remote-Procedure-Calls (RPCs) to the z/OS NFS server that can be used by the Linux zdsfs function to ensure exclusive access to a data set (via ENQ/DEQ exclusive). Access to these RPCs should be governed by the existing z/OS NFS authentication and authorization mechanism (mvslogin).
