Enable sftp to work with z/OS datasets and with Text data

With the introduction of DSFS it is now very possible for users to use sftp to access z/OS datasets however since sftp only supports binary transfers that precludes using sftp for source code or data. Enabling sftp to access z/OS datasets directly, including allocating new datasets, and the ability to transfer as text, would greatly enhance the platform, the user experience, and developer capabilities.

I don't have that version of sftp on Windows or my ubuntu systems - this is what I get on both.

    d:\temp>sftp user@host

    Connected to cbt.

    sftp> ascii

    Invalid command.

    sftp>

sftp on z/OS could supports not only binary transfer, but also text transfer. See the subcommands section of sftp in the user's guide.

    ascii
Changes the data transfer type to ASCII.

For outgoing files, convert from EBCDIC code page of the current locale into ASCII before transferring them to the remote host. For incoming files, convert from ASCII into the code page of the current locale before restoring them on the local host.
Restriction: The ascii subcommand is only valid for file transfers between UNIX platforms. It is not valid for file transfers between Windows and UNIX platforms.

    binary
Changes the data transfer type to binary. This is the default.
