LE Callable Service for RegEx

RegEx is a basic service to validate that a string is a regular expression. It's been implemented in Java, C, C#, perl, and many others. It's used in ISPF. It even has a Wikipedia entry. It's not available in COBOL.
Take the best implementation, expose it as an LE callable service, and save the customers the need to implement separate solutions (some of which will be inefficient).

    I've just had another request for a RegEx service available to a COBOL program from my development people.
    We've gotten to the point where they're reviewing the option of running an external server, exposing Java's RegEx function as a RESTful service, and calling on it using zOS Connect... which I feel is absolutely bonkers for a function available on USS shells (https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.1.0/com.ibm.zos.v2r1.bpxa500/regexpa.htm) and on DB2 (https://www.ibm.com/support/knowledgecenter/en/ssw_ibm_i_73/db2/rbafzregexp_like.htm).
