Thank you for letting us know your use case. As mentioned before, the policy import function is deprecated and we are not enhancing it. It already doesn't import many newer parameters and functions and that will get more out of date as more releases ship, so you are likely to find this use case less useful over time. You might want to consider switching to use the Configuration Assistant as your primary method for managing your policy configuration files.
We usually do our PAGENT config manually. For new features I use the configuration assistent to have a sample. I occasionally also import the existing config to modify and add new things to have updated samples for my config.
The policy import function is deprecated and no further enhancements are planned. It's worth noting that this has been the case since V2R2 and the function does not import new functions or parameters added after V2R1.
