Man page for zfsadm - enhance

The zfsadm man page is a good start but needs to be enhanced thus:

1. Enable 'man -k .' to find information within it
2. Expand to support the various zfsadm sub-commands (e.g. config)
- suggest following the example of the ssh man pages which have ssh, ssh-add, ssh-agent, etc

    Nick Fernholz can't add man pages to his plate at the time so I need to continue investigating a new method of generating the man pages.
