ISPCFIGU - allow user line command table which adds line commands to site line command table

RFE 42654 requested a System wide line command table to be implemented in ISPCFIGU which was implemented in z/OS 2.2. This enables a system programmer to provide system wide edit line commands. But when a user wants to enhance the system line commands with his own line commands the table he specifies completely overrides the system line commands. The solution to copy the system edit line command table to a user specific data set and to modify the system edit line command table is error phrone because when the system edit line command table is enhanced the user also has to modify his table to include the system enhancements.
A solution would be to provide a user edit line command table which extends the system line command table similar to the ISPCFIGU APPLID_FOR_USER_COMMAND_TABLE and a mechanism to specify wheter the user specified edit line commands should override the system specific edit line commands similar to ISPCFIGU SITE_COMMAND_TABLE_SEARCH_ORDER.
