Improve performance of ISPF LMDLIST Service

We have multiple applications that make use of the ISPF LMDLIST service with STATS(YES) to obtain a list of datasets and their attributes. The dataset list can contain numerous entries that has been observed exceeding 32,000 at times.

Current LMDLIST processing for STATS(YES) includes a LINK SVC to LPA module IEFEB4UV out of ISPCDT+x'178' (in z/OS 2.3) that is issued for each dataset in the dataset list.

This enhancement request is for ISPF Development to reduce CPU consumption associated with LINK module search for the IEFEB4UV module in LPA by either (1) pre-loading IEFEB4UV during ISPF initialization, saving its EP address, and performing branch entry to IEFEB4UV in ISPCDT, or (2) or by specifying DCB=CVTLINK on the LINK SVC to bypass TASKLIB/STEPLIB/JOBLIB search.

This change would be beneficial to all customer that make use of LMDINIT service with STATS(YES).

The negative performance impact is also much higher than need be due to LINK SVC processing not checking the task's load list for previously loaded LPA module and LINK SVC processing not creating/maintaining a load list entry for modules loaded out of LPA.
