Download and upload datasets and dataset members with non-alphanumeric, non-national special characters

This request is similar to RFE ID 142345 - Download and upload datasets and dataset members with names in different encodings than IBM-1047 using REST API.

Product: Zowe CLI, Zowe Explorer, Postman

Actor: User attempting to download or modify a dataset or dataset member with a name that contains a non-alphanumeric, non-national unique character, such as Ú (Latin Capital Letter U with Acute).

Current Behavior: The request to download the dataset or dataset member fails with an error 404, and the response message resolves the Ú to 00DA. This means instead of looking for 'TESTÚ', it actually looks for 'TEST00DA'.

Because we have datasets with unique characters such as this, and the existing restfiles endpoint is able to properly display that these datasets/dataset members exist, we would like the REST API to be able to handle downloading and uploading these datasets.
