XCF CDS defined for a specific system(s)

Submitting a request to have XCF define a generally-applicable interface by which installations could define in the COUPLExx parmlib member what systems they want to use which CDS types. With that interface, we could recognize at add-function time in IXCL1AFN that an installation does not want to use the CDS type that is the subject of the current add request. We could then ignore the request, and would never even have to attempt the allocation.
