avoid IGGN505A and IXC252D when running LOGRY or LOGRZ on KSYS gdps lpars Merged

When running with LOGRY and LOGRZ on KSYS systems, although we specify MANAGE LOGRCDS ALLOWACCESS(NO) USECDSTYPE(LOGRY) in IXGNCFxx member , we still see some messages around LOGRZ and we need to reply to these messages at each IPL.

For non GDPS lpars, we see the same problem, at each IPL, we see IGGN505A and IXC252D for both LOGRY and LOGRZ.

It would be nice to suppress these messages as it's confusing.

And because we specify which type of logr we want to use, there is no reason why the system using LOGRY would need to see/detect LOGRZ cds.
