Provide option to check update access before View or Edit

ISPF should provide an option to check whether a user has UPDATE
access to a data set before allowing View or Edit.

    Just discovered that UDLIST option 3.17 checks the permissions, and changes EDIT/VIEW to BROWSE if permission bits do not allow editing. Regular MVS datasets should also follow this pattern. Or AT LEAST make it an option at the SYSTEM level (do not allow users to specify).
