Provide DHCP Client to z/OS Comm Server

As z/OS evolves into more dynamic environments such as devtest running in Cloud VSIs, a static IP address may not always be suitable or known.

This request is to incorporate a DHCP client into base z/OS components for the purposes of dynamically acquiring an IP address and related info from the environment's DHCP server and configuring it into a network interface.

Currently, there exists a TEMPIP (https://www.ibm.com/docs/en/zos/2.4.0?topic=attachment-using-tempip-interfaces) parameter which seems to work in conjunction with a DHCP client but as far as I can tell there is no DHCP client.
