Change of behaviour for the USS 'tail' command

The USS 'tail -1 <file>' command is outputting 2 lines if the final line in a file does not end with a new-line character:


>cat tt

aaa

bbb

ccc>
>od -h tt

0000000000 81 81 81 15 82 82 82 15 83 83 83

0000000013

>tail -1 tt

bbb

ccc>

>tail -2 tt

aaa

bbb

ccc>


This behaviour differs from the (expected) Linux 'tail' behaviour:


$ tail -1 tt

ccc$


, and makes cross-platform work more difficult. I expect that the USS tail is being strict about the rule that lines must end with a new-line character. Is it possible to make this change to improve compatibility?
