zos telnet need to support ssl tls1.2

zos telnet cannot support ssl . We are eliminating non secure connection of port 23, 1023, and 2023. our user logon to tso then use option 6 to telnet to another mainframe via unsecure session. We need to have this function secure using like using our custom port 992 that is secure. Mainframe tso telnet must be secure to other mainframe with tso option 6 and to other server than mainframe. We need this to support only secure and user do this because our other lpar uses different subnet and they use telnet with tso to go there rather than telnet directly via secure telnet tn3270e client like PCOMM or HOD

Correction: There is no RFC that describes TLS protection for Telnet.

There is no RFE that describes TLS protection for Telnet. The recommendation would be to use the SSH client instead.
