Provide a way for applications to authenticate through an HTTP/HTTPS proxy within zOSMF

In order to use a one of two functions within zOSMF which need internet access, our network is configured to pass through a filtering proxy service. This service both tracks pages we access and validates that we are allowed to access the page we're trying to.

In order authenticate with the proxy, we must supply our network credentials - that is, our Windows userid and password, both of which are unrelated to our mainframe userid/password. These credentials are obviously unique per user, so a common global configuration is not feasible for this.

The functions in zOSMF that would benefit from this are the Incident Log and the software management/software update. However, a common way to store these credentials within zOSMF would mean that any app within zOSMF would be able to use them and open more possibilities for other/future applications, such as the ability to perform an SMPE RECEIVE ORDER.

The credentials would need to be able to be updated, so that if/when the proxy credentials change (in our case, when our Windows password changes) the zOSMF ones can be updated accordingly.
