Provide Change Tracker Option to Force Comments When a Change is Made

Customers spend far too much time trying to figure out WHY a particular change was made weeks, months, or years ago. And that problem will only grow as more people head into retirement.

It would be great if Change Tracker provided an option for the installation to REQUIRE that a comment is entered whenever key system files are manually changed. And even nicer if the customer could have some structured fields in the comment (change number, for example), which would greatly facilitate searches in the future.

I prioritized this as 'High' because I think it is important that this information is captured before the most experienced staff retire, so this is needed now. It will still be valuable in 10 years' time, but it is especially important to have it now, to ease the transition to the next generation of infrastructure support staff.
