We have experienced a prolonged Security Manager resources contention situation where the critical security manager resource is lockup by a low priority task while there is a higher priority task entered a spin loop and consumed all the CPUs in the system. Since the security manager resource is shared by all systems in the same sysplex, any attempt to login on any systems in the sysplex was blocked due to no security check can be performed. Under this situation, the security manager did not raise any exceptions and notify the system programmer via console messages. The ability to identify such resources contention situation and notification in timely manner is crucial in order to allow client to response.
Although the issue we have experienced is on ACF2, we also have RACF environment which could expose to the same situation. Therefore, would IBM please implement an enhancement in RACF to detect such contention situation and notify user with console message?
