RACF Profiles with WARNING: Enable restriction of maximum WARNING access level for better security

Current situation:
RACF-Profiles have the ability of WARNING-Option, which gives a ICH408-message, but allow the access regardless of the access rights of the User.

Our idea is to enhance the WARNING option with a maximum access level parameter,
like WARNING(UPDATE), to improve the security and to provide more detailed information for auditis.

Following rules apply:
1.       If the warning level is above the user access rights; the access is granted, and a warning is issued
2.       If the warning level is lower or equal to the user access rights; the access is granted with no warning.
3.       In all other cases a violation will be issued, since the access rights are below the requested access

With this, all ‘none authorized’ access attempts that are within the limits of the warning parameter will be allowed but with warning. Unauthorized access attempts above the warning level will lead to a violation, making the system more secure this way.

So WARNING would work more like AUDIT-Parameter, where i can do granular auditing setup.
