Ability to disable the default jobcard in z/OSMF or have it as conditionally added if one isn't found in the JCL.

When using z/OSMF workflows, we seem to be forced to use the default jobcard regardless of whether or not the JCL we are using has one already. It's not a huge deal but it gives people the impression that they are getting a JCL error if they aren't paying attention (if they are using the NOTIFY=&SYSUID). Ideally, we'd have a default jobcard that we could use if the tool detects that the JCL you are intending to run doesn't have one so you wouldn't need to opt in or out of using it.
