TN3270 Task should have a CERT Refresh Command Merged

Currently if a CERT that affects the TN3270 Task is renewed.  The only way to refresh the CERT is to cycle the TN3270 Task on the mainframe.  This can be very disruptive to users connected via TN3270.

It would be helpful if the CERT could be refreshed with a Command.  For example   V TN3270,CERT REFRESH

This would reduce the need to have an outage on this task.

    TN3270 relies on AT-TLS, so this requirement is considered a duplicate of a similar requirement against AT-TLS. Please consider voting on that requirement, which is ZOS-I-429: https://ibm-z-hardware-and-operating-systems.ideas.ibm.com/ideas/ZOS-I-429
