Thank you all again for your patience. The HTML TOC file is now a part of the PDX collection. For those who have already downloaded the PDX collection if you re-download it you will now see the HTML TOC file.

There is no download noted for 3.1 that I can see for the offline app -besides I'd rather use my own pdf viewer.

IBM Documentation also offers IBM Offline Docs, which is IBM’s strategic offline content platform. This is essential to making the ZOS 3.1 documentation most usable and consumable.
The HTM file is essential to the usability of the collection.

Totally agree with the previous comments, just wanted to add my vote.
It would also be very nice if this index file showed the publications in title order instead of PDF file name order.
It would also be VERY NICE if the location to download the collection were more obvious.
