Add support for either DNSSEC or DoH

Nowadays, security is an important concern in every IT area. Data privacy and integrity should be provided for data at rest and data in transit. Traditional DNS protocol running over UDP plaintext is vulnerable for attack, for example DNS spoofing. There are 2 advanced DNS protocols DNSSEC and DoH as security enhancements. Suggest to add support in z/OS communications server for either DNSSEC or DoH. For example, in TCPIP.DATA, a subparameter could be added to the NSINTERADDR statement as follow

NSINTERADDR a.b.c.d —> use UDP plaintext as default 
NSINTERADDR a.b.c.d, DNS —> use UDP plaintext

NSINTERADDR a.b.c.d, DoH —> use DNS over HTTPS

Additional parameter statement could be added for pointing to a trust CA certificate for DoH connection.
