Add REVOKE in FACILITY password reset authorities

Enhance the authority associated with FACILITY resource IRR.PASSWORD.RESET and those prefixed IRR.PWRESET to allow users to REVOKE an ID within the existing scope of authority of these resources. These FACILITY resources allow users to RESUME and reset passwords for other users. Oftentimes, these same users need to REVOKE users. These FACILITY resources do not include the power to REVOKE, even though this capability would seem to go hand-in-hand with the other capabilities. To enable these users to REVOKE an ID, they must either be given higher levels of RACF authority such as Group-SPECIAL, which may not be desired due to their greater powers, or they must repeatedly logon with the ID with invalid passwords to cause it to become REVOKED, which is a crude method of achieving this goal and doesn't provide an effective audit trail as to who performed the revoke. This enhancement would further enable password reset and identity management products to be given IRR profile access as an alternative to SPECIAL authority.
