Built-in z/OS Unix package manager

z/OS Unix is slowly becoming more widely used and relevant with technologies like Python, GO, Zowe Explorer, Zowe Desktop and so on. Installs via pax are becoming more common and a new generation of systems programmers are coming in that need to install software. Manually installing pax archives is archaic despite being quite easy, it would be easier to keep track of software and install it, if we got a package manager similar to what Linux has such as YAY, apt, and PACMAN. This new package manager should be designed with commands and APIs in mind before web interfaces or ISPF panels, to keep it modern and intune with what young people and people from other platforms expect out of a package manger. This package manager could eventually maybe also be extended to replace SMP/E.

    If this was an extension of SMP/e, like an SMP/e api that would also update the SMP/e db (CSI) as part of the install process, I think it would go a long way in ensuring customer adoption
