Add sudo command into the base install USS security

Integrating sudo like Linux has would improve security by being able to use superuser privileges on a case-by-case basis rather than having all of your commands be superuser authorized. We'd also be able to set restrictions and timeouts in the sudoers file. 

I believe this should be a big priority because z/OS Unix has historically been a big target for hackers, with it not having the same "security by obscurity" trait as the rest of z/OS.

It is possible to do this through zOpen, but security shouldn't be an optional extra step in an operating system powering critical systems in society.
