Add sudo command into the base install USS security

Integrating sudo like Linux has would improve security by being able to use superuser privileges on a case-by-case basis rather than having all of your commands be superuser authorized. We'd also be able to set restrictions and timeouts in the sudoers file. It's important that it uses the sudoers file rather than custom solutions to keep it standard, people are spending too much time learning custom mainframe solutions rather than using industry standards they may already be familiar with.

I believe this should be a big priority because z/OS Unix has historically been a big target for hackers, with it not having the same "security by obscurity" trait as the rest of z/OS.

It is possible to do this through zOpen, but security shouldn't be an optional extra step in an operating system powering critical systems in society.

    So many install scripts rely on sudo, and it would benefit the ecosystem greatly if it became a part of z/OS UNIX®. This must be a top priority, especially for z/OS Next.
