Media manager interfaces should provide feedback as to whether writes are actually using zHyperWrite or not

The media manager interfaces don't give enough feedback about whether zHyperWrite is working or not. They only tell a caller that a data-set is zHyperWrite enabled, or not, during initial connect to that data-set. zHyperWrite state can easily change dynamically, and it is not uncommon for zHyperWrite to take a while to be set up after an IPL. It would be useful to have an indicator as to whether zHyperWrite is working on each individual write. Additionally, it would be useful to have a command indicating whether zHyperWrite is enabled on a per data-set level, similar to what you can do with zHyperLink.

This lack of feedback is causing problems for IBM MQ for z/OS. If zHyperWrite is enabled on the queue manager we will output a message at queue manager start up if any of our log data-sets don't have zHyperWrite set up. This is to prevent configuration issues. However after an IPL it generally takes a while for zHyperWrite to be fully set up, and customers get concerned when they see the warning message from MQ. It would be nice to:

1) Give customers a message, from MQ, once zHyperWrite does get set up. This requires extra feedback from the media manager interfaces
2) Have a way of customers to easily find out if the data-sets are zHyperWrite enabled. Use of RMF isn't satisfactory
