Incorporate Security and Integrity (SECINT) APAR and Corrective PTFs in ORDERSERVER CONTENT(RECOMMENDED)

To reduce the toil of downloading the SECINT HOLDDATA and ASSIGN files to then be manually received via SMP/E the data should be included in the SMP/E ORDERSERVER CONTENT(RECOMMENDED) so that it can be ingested as soon as it is available.  This will eliminate the human interaction/delays or use of the IBM provided Python program to download data from the IBM Secure Portal website.
