ISPF editor: New move command to move a column in file/member.

We want to move columns to another position.

Example:

Command ===> MVC 7 8  13

Move columns 7-8 to position 13

Example for input

    It is possible to be done by the user using an Edit Macro. It might be a good addition and the team will consider this for a future enhancement
