Make Keylabel persistent in ICF Catalog

We are at a stage where we are starting to have pervasive encryption. So we need to be able to know at any point in the life of a record, whether it is active or migrated, whether it is encrypted or not and what key was used.

We need that for our key management. If a key becomes weak or known, it is extremely important for us to know which records are affected - whether they are active and/or migrated - to identify what needs to be re-encrypted.

If a record is active, you can find the key in the catalogue, but if it has been migrated, the information disappears from catalog and the status is changed to migrated.

Please keep the encryption information (encr + keylabel) in the catalogue. This way we think we will simple be able to find out what and how it is encrypted.
